80 Projects to be Implemented through PPP Model

The Ministry of Finance has stated that by April 2025, a total of 80 projects to be implemented through the Public-Private Partnership (PPP) as part of efforts to enhance the implementation of strategic projects in collaboration with investors. Deputy Minister Hamad Hassan Chande made this statement May 13, 2025, in Parliament while responding to a question from the Member of Parliament from Mbeya Rural (CCM), Oran Njeza, who sought to know about the projects implemented under the Public-Private Partnership (PPP) model.

In his response, Chande stated that the implementation of these projects is carried out under the guidelines of the Public-Private Partnership Act, Chapter 103. Section 10A of this Act established the PPP Facilitation Fund (PPPFF) to support the preparation and execution of such projects.  He further explained that Section 5(1) grants the PPP Centre (PPPC) the authority to provide technical assistance to Government institutions and the private sector at all stages of project identification, preparation, and implementation.

The Deputy Minister said that out of 80 projects facilitated by the government, three are at the implementation stage, four are under negotiation, two are at the procurement stage, 26 are undergoing full feasibility studies, 13 are at the preliminary feasibility stage, and 32 are in the concept note preparation stage. In a follow-up question, Njeza inquired about the Government’s strategies for implementing PPP attractive projects, specifically the Igawa-Tunduma road, noting that the budget law prohibits the Government from allocating funds for such projects, thus making Private Sector involvement crucial.
