PPP is not Privatisation.

The Public-Private Partnership Centre (PPP Centre) Executive Director, Mr David Kafulila, has clarified misconceptions surrounding Public-Private Partnerships (PPPs) and privatisation. Mr Kafulila made the clarification during a recent economic conference held at the Muslim University of Morogoro (MUM), stressing that it was incorrect to equate PPP projects with privatisation.
“If someone claims that a PPP project has been privatised, that is not true. PPP is a strategic partnership in which ownership remains public,” he said.
He explained that PPPs are development partnerships designed to enhance efficiency without the Government losing ownership of the assets involved.
According to him, the Government’s responsibility in PPP projects remains intact because it is a partnership, unlike Privatisation, where ownership is transferred and the Government’s role is reduced or lost altogether.
“We have implemented PPP at the Port of Dar es Salaam, where investors were invited not to privatise, but to bring in technology, capital and improved service quality,” said Mr Kafulila.
The conference, organised jointly by the Muslim University of Morogoro and the PPP Centre, aimed to discuss the contribution of PPPs to achieving the National Development Vision 2050. It brought together various development stakeholders, including policy experts, economists, and investment specialists.
